FUNCTIONS OF REGISTRAR

The jobs to be performed by the Registrar have been provided in the relevant rule, regulations that have been framed to pursuant to NEPRA Act. The job to be performed under various rules, regulations have been detailed in Annex I and III, and  summarized below: 

i

To receive Petitions, applications, representations, disputes, complaints (Petitions etc)

ii

To examine petition in accordance with the relevant rules to determine their conformity to the rules.

iii

To determine acceptability or otherwise of the Petitions.

iv

To return the Petitions those do not meet the acceptance requirements.

v

To return the Petitions those meet the acceptance requirements and prepare acceptance report for presentation to the authority

vi

To present accepted petitions before the authority for admission, if substantial documentation requirement have been met with.

To issue information directions after admission of the Petitions.

To issue notices of proceedings.

ix

To record and preserve the minutes of all official actions taken by vote of the Members of the Authority.

To issue official rules, orders, instructions, directions and regulations.

To supply applicable documents to parties to the proceedings

To respond to the inquiries from parties concerning pending proceedings.

Intimation of Authority’s approved decision to the Federal Govt. and proceedings till their notification in the official Gazette of Pakistan.

To give notices to the Licensee or any other person against whom complaint was made to show cause.

xv

To reply to the requests for interpretation of Authority’s orders, regulations, rules, decision and discussions.

xvi

To make arrangements for and to establish a Public Information and Reference section.

xvii

To receive Licence Applications of GENCOs, DISCOs, TRANSCOs, IPPs and SPPs and co-generations.

xviii To examine received Licence applications, check availability of required documents and their conformity with relevant Rules/Regulations.
xix To present applications before the Authority for admission and consideration as per Rules/ Regulations.

xx

In case documents in support of applications are short, writing to the applicants for provision of missing information.

xxi

Issuance of notices for admission and invitations for participation in the hearing/ proceedings.
